So it may have nothing to do with web filtering. To the specific problem: WebScreenConnect can share ip/port with an application that uses IIS (or really the HTTP.SYS driver). This is enabled by the HTTP.SYS kernel-mode driver which binds to the IP/port, and it forwards the request to user-land after disseminating which app is bound through host header or SNI.
